I don't know about dinosaur farts, but my sense is that the large naturally caused fires burning continuously throughout the world and closer to home every summer liberate far more carbon into the system than all of us puny humans combined. Maybe we should focus on putting them out now and then.

Ummm…what? The only thing keeping the majority of Republican states out of "bankruptcy" is liberal taxpayer dollars. California gives more money to the federal government then it receives. Any internal budget issues are solved and taxed internally, they don't take other people's money to pay for it.
Although I see a point developing, that there shouldn't be any revenue from it, the law does specify that revenues captured from selling the credits will go specifically into development of GH-reducing technology. so, I suppose it is a positive feedback mechanism. Good question zod.
The state only profits (to my understanding) when companies are forced to buy excess allowances because that is cheaper than becoming more efficient. Not requiring them to buy allowances would defeat the whole point of incentivizing (through cost enforcement) CO2 efficiency.
CA likes to think that it is so progressive and the leader of all things. it will be the leader and first state to file BK.

RJ setting aside the environmental and global warming arguments, and whether Cap and Trade is a rational approach, what is the "for" argument to the state profiting from the sale of credits? If the environment is the focus, wouldn't eliminating parasitic costs (the state's cut) be more on point?
