I don't think so, unless they are permanent implants. Drivers license photos ought to be taken without hats, glasses, heavy makeup, hair obscuring the face, or other decoration that might interfere with their use in identifying the person using the license. If the horns can be removed, they should be removed for the photo. The guy's status as a priest is irrelevant to the question.

Regardless of whether they agree with it or not that is his religious affiliation. If they respect head wear for Muslim women why not for pagan men.

Eh, I'd prefer your license photo to be a photo of your face and nothing else. I don't think any religious exceptions should be made for it.

Yeah I'd make sure he wore them all the time. if he gets caught without them on he should be fined and forced to take a new photo.
