Should beggars be required to carry a permit and pay taxes?

I was homeless for a time. I didn't do any drugs. All I was concerned about was finding a place to stay warm and a meal to eat. In the period I had no home, I lost 70lbs and nearly froze to death if not for extreme luck. When I was desperate, I made a sign from cardboard. I didn't ask for money.

Begging for money has to be one of the most humbling/humiliating experiences one can go through. I know there are scam artists but don't blame all beggars because of a few bad.
Look at the post below. The guy had very real problems. Was he in a position to get a license to beg?

That comment really irritates me. I was homeless for three years of my life living in my car and if I was lucky the couch of a friends house. It's not that I didn't want to work it's that there was no work. I SURVIVED on the generosity of others, and make a point to return the favor given to me.

From Feb 2006 until March 2007. I was lucky enough to run into a school friend who let me stay with him while I found work. Without him, it would have taken me longer. I'm very lucky for that, but many aren't so whenever I see someone homeless, I usually invite them to a meal.

Uhhhh I dunno bout these beggars I'm reading about in these comments who drive luxury cars or whatever but here in NYC they hear voices in their heads, stab each other over a second-hand coat or freeze to death on the sidewalk. They already pay a tax it's called the shitty life tax.

"Hey bum who has to swallow his pride everyday and ask for spare change just to live, you owe the government some of that spare change." Oh, and what you're doing is illegal, you need a permit to do that." Sad thing is, that permit would probably be harder to get than a concealed weapons permit.

I asked mostly for warm food or water. When I did get money, I didn't buy drugs or booze. I bought food, shelter or clothing. I was lucky to turn things around. I paid when I'd stay at a shelter. Taxes pay for services. If when I was homeless, I got those, I wouldn't mind paying.

What a stupid idea. Society already treats them like subhumans, we can take nothing more from them. Have some compassion people! Think about what life is like in their shoes... If their wearing any. I'm a republican too, but politics have nothing to do with having a soul.

A local news guy went undercover a few months ago & he averaged about $20 an hour. His story was about professional beggars & that we should really give our donations to reputable charities.

And what would be done about the beggars that don't follow that law? Those with nothing have nothing to lose. Put them in jail at taxpayer expense is like a 5 star vacation with three square meals a day... Just saying.

No, but I don't think anyone should be required to pay taxes. All transactions should take place voluntarily between consenting parties; taxes are compulsory. The income tax should be abolished, period.

The money a hobo recieves is gift, not income, and yes, some so do very well. If you're jealouse or think thats unfair, I would tell you that this is America and you're free to dress in rags, hold a sign and beg for money.

This would be double taxation as those who give to beggars have already paid taxes on their earned income. And the beggars do not earn their money, but are just given the money. It would be like trying to tax welfare recipients for the welfare that they receive.

A beggar receives voluntary gifts, so no.
However, I think designated panhandling zones like in our town are ok - many beggars aren't just sitting with a sign but aggressively approaching people outside shops and near ATMs and that shouldn't be allowed.

And btw if we moved to a more progressive sales tax system this wouldn't be an issue because everyone including beggars and drug dealers would Have to pay taxes.
