Do you consider a portion of your taxes as a form of charity?

Hit submit early by mistake - iPad-sized fingers on an iPod. I wanted to add that it would be interesting to see how my deduction for charitable contributions compares to the amount of taxes I pay that the government distributes as "charity". Not interesting enough for me to do the math though.
Charity can help reduce the need for taxes. However, charity is smart dynamic and people don't give if they don't think it will make a difference somehow. Just taking my money and allocating it to who knows what is not charity.
It may go to some of the same causes, but it's not given voluntarily and therefore not charity. At least by my definition.
