Considering almost as many innocent as guilty people are killed in police chases, do you think society would benefit more if chases were prohibited unless a chase involves a known or suspected felon? (No more 120 mph pursuits for running a light!)

Prohibited even if it involved a felon. You can track cars without chasing them or could develop what was needed to do so easily.

In my mind, driving at 120 mph to evade police is reason enough to suspect the person is a felon or to suspect them of it. So it's kind of a catch-22, if you run you're probably a felon which justifies pursuing the evader.

When I read the article the impression I had was the problem isn't with law enforcement, the problem that suspects brings the chase on themselves. If suspects didn't run, most likely because of outstanding warrants, there wouldn't be a chase.

Only if there are other ways of catching the suspect that don't involve chasing them.

It seems likely to me that a number of successful attempts to evade could be one of the reasons for at least some of the outstanding warrants.
