Liberal ideology contributes to the retardation of our culture. Only the simple and/or delusional, outside of evil, firmly follow its doctrine. So it's not an insult, rather a factual statement.

It's both an insult and a rhetorical figure called hyperbole, which still makes it an insult but not as much as when uttered in earnest.
I think retarded is going the way the word idiot goes. It's not used anymore to describe mental retardation, solely as an insult.
