No. The govt is the facilitator and the referee. Its role is to keep the competition active and fair. Not to pick and unfairly advantage winners as it all too often does, particularly in the defense, equipment/transportation, energy, and healthcare markets. It may try and apply a limited amount of protectionism to ensure imported products aren't produced abroad using slave labor, thus somewhat levelling the playing field for the domestic workforce and preserving the social fabric from radically different systems abroad. But this must be done thoughtfully and constantly adapted to recent evolutions. That is not what Trump's tariffs are doing, beyond all appearances and despite all the demagogic messaging.

The capitalist society and the government are determined by the people/citizens. Shouldn’t both be run for the people/citizens who support them.

There is no such thing as guaranteed employment and wage protection. Slavery guarantees employment, but not wages.
