ALWAYS carry. That is one if the rules for carrying in general. The criminal always had time to prepare and likely came ready to do bodily harm.
If you feel the neighborhood isn't safe etc you probably should, or if you're new there, you probably should. Until you live in the place a long time and get to know people, I don't think you will need to carry if everyone checks out with you.

I don't understand why his neighbors, whom he clearly does not consider a threat, would need to worry. It's not like the gun sits on his shoulder, saying "hey, you know what would be fun? Shooting all your neighbors"!
