You realize that Prius is one of the early adopters of the black boxes. If yours was sold in the US it already has one. It doesn't track location, but it does track speed, brake pressure, steering angle, throttle position, XYZ acceleration, and...
...a whole bunch of emissions and engine diagnostic stuff that I won't bore you with.
Unrelated fun fact: Prius is among just a handful of vehicle models that can be driven entirely through sending signals to the diagnostic port. You don't have to touch the dashboard controls at all. Because of this Google chose Prius as their test...

@Lib: the box is designed specifically to raise taxes on those who drive electric and hybrid vehicles. The government isn't getting enough in gas taxes from people like you, so now it wants to tax you based on mileage too.

That's ridiculous. Should we all have to wear pedometers on the sidewalks? Register each time we visit a public building? Why not do something like tolls? Pain, but much less invasive. I don't like the idea of it being in my vehicle.
I will ride my bike a lot more, or invest in motorcycle or scooter if they are exempt.

I think this is something some states are considering, not the Feds. You'd probably face a fine, I'd imagine. Jail time wouldn't even be in the equation in all likelihood unless having your license suspended was an option. It's all about revenue.
