Do you think more users on Show of Hands negatively rate a poll because they dislike the poster for varying reasons... or are most "bad" ratings given because a poll is too biased, too open-ended, or is otherwise flawed?

I can only answer for myself. Poll has to be horribly flawed (cannot possible divine what answer to choose), both answers basically the same, or in such bad taste compelled to rate down. Most if the time I don't rate at all. More often up when I do.

I once down rated someone's poll because I truly thought they were kind of an asshole. It was actually not a bad question. I thought about it and ended up going onto the website (the poll closed) and up voting it. I felt too guilty.

Ok good :) I think my only two polls so far were about nudity at home and SoH crushes

There have been times where I've asked completely innocuous apolitical questions and had them down in the 60-70% range. No apparent reason, either. It seems to me that it's an effective way to anonymously engage in political mudslinging.
