If under a president's tenure, the deficit is cut in half, Government Consumption Expenditures decreases, total government employment falls by 600,000, and effective income tax rates drop, is this president's tenure fiscally conservative?

Only if the amount of outstanding debt decreased. Debt outstanding matters much more thar a single year's deficit amount. If we're still borrowing money to pay for day to day expenses then the budget is unbalanced.

That's funny considering the fiscal year runs from October 1 through September 30. That $1.4T deficit was in October 2009... 10 months after he took office... And after the trillion dollar stimulus that failed.

Lots of variables in this "hypothetical" scenario. I said yes based on cutting the deficit inherited by the prior administration. Employment could decrease quite a bit more, but it's a start.

The debt can't be directly controlled by the president because you can only lower the deficit so fast. When you start with a trillion dollar deficit and are still paying for the previous presidents wars and tax cuts wth is he supposed to do?
