They knowingly defied regulations and it led to harm. Believing something isn't harmful is not a defense.
What's the point of having limits if there aren't any repercussions of exceeding those limits?
I grew up in a state with a nuclear power plant they knew had leakage issues but could never "fix" them. The cancer rate is high near there and the birth rate is low. Lock them up after paying civil penalties.
