Is there any group of non-violent offenders that you think are out and out criminals regardless of motivation and/or extenuating circumstances?

No. Those who are criminal usually have some sort of extenuating circumstance most likely mental health.

That's exactly the sort of thing the rule if law should prevent. If you can't prove something, you can't convict for it.
And no, I don't think think tax evasion makes one a criminal. Tax collection on the other hand...
White collar criminals are non-violent but they're still horrible, greedy people who ruin lives.

In that case, no. There are some really bad non-violent criminals, but I can't think of any group that doesn't have at least a few people who are victims of circumstances.
How about just embezzlers, usurers, and fraudsters?

I don't know, but I feel like an individual who is doing one of those things would have to be pretty stupid *and* naive not to know it, at least deep in their soul where they're truly honest with themselves.
And I'm talking individuals, not corps.
