When should a child get their first cell phone? When they need one or when they want one?

I didn't have one until I was 16 and driving. My parents knew I had no 'real' use for it until then. I'm 25, so not all that long ago...

When they need it. My family had two cell phones that we shared until I was 17.

I couldn't give a generalized answer. Some may be (it's rather doubtful, but not impossible), but I would suggest the parents utilize parental control features if they decide to allow a child of that age to have a cell phone. I usually say at least

middle school age (preferably seventh grade or so), but it varies.

I got mine in sixth because I had to start riding my bike to the bus stop
