An artist creates a nude statue for the park, facial features are modeled from his neighbor, and the body was what he imagined. The neighbor demands the statue be torn down and the artist reprimanded. City denies her request. Pick a side.

Also, I can't really see harm done unless the statue was (will be) lewd or have some unnamed device in an unnamable orifice. And if the statue was donated, there is no profiting that the subject was denied.

You should not be able to use someone's likeness without their consent. If it's recognizable as her, he needs consent.
