Not their duty.
They may also choose and select who they help

I think Catholic Charities do good work. Who runs the soup kitchens? Certainly not the atheist! If it wasn't for the charities of churches nobody would get nothing!!

If they would ACTUALLY be effective and consistent with it.
I can't imagine any of them being able to pull it off. Especially, with an emphasis on building mega-churches and "Jesus wants you to be rich" seminars.

"Disagree", only 'cuz of your word "duty". I'd say "function". Church/charities are not legally bound, but assist out of humanitarianism, and love. Government plays a role here also, BUT NOWHERE NEAR where it exists today. There is a balance here.

Agree. The only involvement from the govt. should be making sure the churches and charities are not ripping the donators off.
