US envoy Zalmay Khalilzad has announced the US will withdraw 5,400 troops and abandon 5 bases within 20 months. In exchange the Taliban will promise not to tolerate terrorism. The remaining 8,600 US troops will be withdrawn if a ceasefire is reached.
