GOV DEBT EXPLAINED: I budget $10 to put in savings. I only put $7 in this month. The $3 becomes debt I owe myself, and I charge myself interest. Then, I plan on spending $10 for a haircut, but only pay $7. I loan the other $3 to myself w interest.
