In 1976 Joe Biden voted for the Hyde Amendment, in 1993 Biden voted to save the Hyde Amendment, in 1997 Biden voted to ban partial birth abortion. Suddenly Biden opposes the Hyde Amendment. Is this a genuine change of heart or political calculus?
