Show of Hands

Scenario: someone is in a mandatory evacuation zone & refuses to evacuate. They end up requiring emergency evacuation by helicopter. Should they be required to reimburse part of the cost (ie a fee, help with storm clean-up, helping @ shelters, etc?)
