Gov. Doug Ducey (R-AZ) has announced a replacement for John McCain's Senate seat, selecting John Kyl, who served in the Senate from 1995 to 2013. Kyl was named one of America's best Senators by Time Magazine in 2006. Good pick by Ducey?
