Do governments have a societal obligation to be efficient or is their sole purpose to provide services regardless of the financial cost to their citizens?

What good is providing a service if you can't be efficient at it? If I order a cheeseburger from McDonalds, I want it within five minutes...not in five hours.

I was going to specify self rule, but I wanted to make it more broad. Besides I think it’s a given because this is about your expectation of government and I think most SOH users favor self rule.

Both. Efficiency doesn’t mean cutting services, efficiency means providing those services in the best possible manner at the lowest possible cost. Failing to provide the service is just that - failing, plain and simple.

But they’ll never get toe funding to introduce efficiency. Budgets only foster the stays quo.

Governments role isn't to provide services, it is to protect rights and safety which create an environment where people can provide services to other people.
