Who is to say my empire would be unruly?

I want to be dictator of the US where everyone is under the constitution except me. I would be above it. We would still have the president and Congress. I would tell them to balance the budget or go to prison. Figure out immigration or go to prison. Do away with lobbyists or go to prison with them.

Ruler of a democracy? That means nothing because democracy means majority rule.
Ruler of a constitutional republic like the US that's governed by the rule of law. Then yes.
