As a disabled person ♿ , I observe it daily. Yes, it's a problem.

Agreed. Saturday a perky little blonde walked out of the grocery, got into her red sports car parked in Handicapped and left her cart right in the middle of another Handicapped spot.
Clueless, could not care less, inconsiderate ... you name it.

My everyday carry pocketknife has a glass breaker and a seat belt cutter. I'm thinking of a non-emergency use for that glass breaker...😃
