Five Senate Republicans (Flake, Graham, Lee, McConnell, and Paul) all voted against the bill which would have kept the government open, while five Senate Democrats (Donnelly, Heitkamp, Jones, Manchin, and McCaskill) voted for it. Surprised by this?
