It really depends on the person. Blue collar, white collar? Athletic, nerdy? I hesitate to give out my age here, but I'd say I'm very close to that age. My Amazon wish list is full of how-to books and tactical gear but that might just be me.
Get him a set of lockpicks, a lockpicking guide book, and a clear practice lock. It's a fun hobby and it's useful if you lock yourself out of something that you own. All three of those things are on Amazon for pretty cheap. The practice locks can be pricey, but he can always just get a cheap TSA lock from the store to play with.
What do you mean by tactical gear.? He works out, hunts sometimes, does video games, wants to get his own place soon, graduated in August, wants to be in law enforcement
Tactical gear like MOLLE rigs, holsters, pouches, various camouflages uniforms...all that "stuff" that military types have strapped to themselves

I think one of my favorite belongings is a military issue "sleep system" which is a set of nesting sleeping bags that is good for pretty much any temperature. I'm more into the whole "apocalypse survival" thing moreso than hunting, so it may be overkill for the occasional weekend camp-out.
I also have a German Bundeswehr parka that has like a bajillion pockets, a hood that has it's own storage compartment and it looks really nice for being a camouflage jacket. I usually get at least one complement from a stranger whenever I wear it! If he's the type that prefers practical and utilitarian clothing over style, it's a pretty solid option; as long as he wouldn't mind wearing part of a German military uniform (modern Germany not....old Germany....)
Yeah! I have one of those storage clip-boards that has a bunch of emergency power stuff in it. Backup USB battery banks, charging cables, and an awesome rain-resistant solar panel for charging your phone or whatever. The brand is "RavPower", and it's the one with two ports. It's not very fast, so when I've had to use it, I've left it on my dashboard in the sun with my phone plugged in. It gets me to about 35% in three or four hours, but it's mainly for charging just enough to make a phone call if your cell dies.
