Recently I pulled over near a Taco Bell to talk to my mother on the phone before I went through the drive through. A cop passed me slowly twice, while staring at me hard, within 5 minutes. He then parked nearby. Is this protection or intimidation?

Then, you never know. Once I had one follow me home and pull up behind me in my driveway. I was scared to death. It turned out that he was a sports car enthusiast who liked my car and wanted to ask me about it. If only I’d known, I would have shown him how I really drove through the S curves by the public beach.

We ended up being friends. He was a really nice person. Still, having a police car single me out always scares me.

He was on his phone and the cop wanted to make sure he wasn’t going to drive away on his phone. It was intimidation

Driving while on the phone is legal in VA. I only pulled over because I was going to go through a drive thru and wanted to finish my conversation first.

Maybe it's just my experience as a person of color that I don't like cops circling my car and then parking near me when I'm just trying to talk to my mom. Hmm, it's like there can be more than one experience in this country...

The police saw suspicious behavior and was keeping an eye on the situation.
Did they contact you at all? No
They observed you for a while.

Maybe there have been robberies in the area recently and they thought you could be casing the place. I cannot read into the mind of this officer at that point in time to determine what aroused his suspicion. Maybe it was not even you he was looking at. I can say that based on your question, you seem to be overreacting to a seemingly innocuous encounter

Now you're just being silly trying to make up excuses for a cop intimidating someone. Are you a POC? Not minimizing your experiences with law enforcement if you're not, I'm just curious.

Have you also ever had the cops called on you for being suspicious because you're outside cleaning your car? How about being pulled over because a cop "mistook your regustration" (which is color coded and bolded)?

As stated previously, i have had similar experiences as described in your question. It is hardly intimidating and not a big deal at all. You may just be hypersensitive with a persecution complex. I am sure there are far more significant things for you the be frightened of.
Maybe you just don't get out much. I have been through far worse than what you described here.

Yes, as have I, but that's not what's being discussed. I guess we'll just agree to disagree about cops circling around our cars while staring at us intently as being intimidating. To me it screams "Get out" like when my friends and I pulled over in a white neighborhood to Google directions and had the same thing happen with a cop coming by and staying until we left (although not as good an example, I understand their is a fear held by white people of three big black men pulling into their neighborhood in a segregated city such as the one we were in).

Never met anyone that doesn't get antsy when cops circle around their car after sunset. And the police is something we definitely talk about. You should have an open mind for hearing about other people's experiences and not tell them how to feel.

Why would a cop have to make an effort to be intimidating? The cop knows they are already able to intimidate. This cop was friendly and courteous to you. They made sure you saw them twice before approaching you. So suck it up, it’s protection.

It wasn't a neighborhood. It was a Taco Bell off of a main street. They drove by, made a u-turn and came back before parking nearby

One time, when I was between cars, I was walking home from work, I was stopped 3 separate times within 3 blocks and questioned by 3 different policemen. This was in the middle of the day (@12 noon).
I think I didn’t fit what they wanted in their town. (Newport Beach, CA)
