Absolutely not. Even taking a foreign language should be just an elective and not a requirement.

No. Two years of exposure to a foreign language should be enough for high school. They should be fluent in English before receiving a diploma, however, and that's not always the case.

I think two semesters of language is good enough. It won’t make you fluent but will give a foundation

Only if they start teaching foreign languages by immersion starting from kindergarten. The older you are, the harder it becomes to learn it.
