Should incarcerated individuals with incredible artistic talent be allowed access to the supplies and equipment they need to produce their art while in prison? (Assume the individuals will pay for the items they request.)
Sure why not. They're keeping their nose outta trouble. God knows the government can't do shit

Honestly, we need to focus more on rehabilitation than punishment. And this is part of it. Giving those who have been making bad choices another avenue (a socially appropriate way) to interact with the rest of society. If you send them to a cage for months and years and don't do anything to help change their behavior, they will just be released and back again, because they will go back to the same pattern of behaviors as before. Not saying we don't already have education and work programs in place, but we also have one of the highest recidivism rates in the developed world. Just means we need to look at this problem more than just locking them away from society for awhile. We all desire the same things, some of us take paths that are destructive to the rest of society to get them and that's where you need to intervene.
Certainly. We need to do more to allow inmates to pursue and develop their professional interests so that when they reenter society, they are well prepared to reenter the workforce.

Depends on the reason why they're there, good behavior and all. A psycho murderer shouldn't have access to sharp pencils, a sharpener to easily sharpen plastic shivs, and scissors willy nilly because he can draw really well.

I see no reason why not. In fact if their works are good I can be sold the money can be used for victims reparations
It’s prison. You are not suppose to enjoy it. Artistic outlet would be a reward for committing crimes.

Sure, but make it available to all individuals willing to pay for the supplies. As long as there are no weapons smuggled in (like requesting knives for cooking) then there shouldn't be an issue. Being incarcerated is the punishment of revoking their basic freedom of movement. We shouldn't be revoking their freedom of creativity.
Being removed from society is the punishment. The freedom to be creative is socially supported enjoyment. They still manage to tattoo each other. That should be enough.
Inmates need more resources because clearly our “corrections” doesn’t correct shit. Check the recidivism rate.
Not only for those who are artistic....if you’re going to allow it for the few, then it must be allowed for everyone. One group shouldn’t be able to pursue a hobby while those who are considered “non artistic” can’t.
