This seems like a long term form of earmark which I believe should be avoided.
Nay, throwing money at a problem doesn’t fix anything.
Nay, this shouldn’t be the federal governments concern and we shouldn’t be raising the deficit and debt for this.
I’m going to vote yea, though I think doubling its budget is a tad excessive

Nay. There's fundamental problems with the mental health and recovery system which needs to be addressed before throwing more $ at the problem.
Yea. Even though this will increase the deficit by $3.6 billion in the short term, you have to think about the long term. Many of the people suffering from substance abuse and mental health issues can’t keep a job and many rely on safety net programs to get by. By expanding funding for the SAMHSA, we can help the millions of Americans who need substance abuse treatment and mental health care get the treatment they need. They can then get jobs and contribute to the economy, and in turn generate tax revenue to pay for the increase in funding for the program.
And where is this extra money coming from?
I'd need this to be deficit-neutral in order to vote yea.

The Substance Abuse and Mental Health Services Administration shall henceforth receive a budget of at least $7.2 billion annually, through at least 2030.
Summary: Mandates a significant increase in funding from the current $3.6 billion budget (see the 2017 VC Budget page).
