It's got to be Henry Winkler!
Proof?
Compare his off screen persona with his acting ability as Arthur Herbert Fonzarelli (better known as "Fonzie").
There can be no doubt.

Erg...the best I've seen is F. Murray Abraham in Amadeus, but he's mostly '80's. Tom Hanks is pretty solid, but I'd rather see a Harrison Ford film over any of his. How's about Morgan Freeman...he was great in Shawshank Redemption. Johnny Drop is an excellent, quirky performer.
For women, I liked Geena Davis in A League Of Their Own. I've always had a thing for Winona Ryder. Michelle Pfeiffer had a few good roles...including Scarface. Natalie Portman is normally good, though she was wooden in Star Wars. Sandra Bullock's earlier stuff (The Net) was decent.
There are so few to choose from. My criterion for good actors and actresses is that in some of their roles you don't know who they are until someone else has to tell you, or it has to slowly dawn on you.
On the other hand, there may be many and I still don't know them from their roles.
Robin Williams. I just could not list him. I believe he will be seen as one of the greatest actors of his era but something kept me from writing his name. His death was so tragic and so shocking.
I don’t know. I know I’m making no sense but Robin Williams....I guess I still kind of mourn him.
