Is there usually snow on the ground during the months of January and February in the city that you live in?

From time to time within that period, yes, but it is rare for snow to be on the ground here for more than a week or so at a time. On the other hand, about twenty miles from here there is always snow on the ground, year round, and about ten miles from here there is snow on the ground for about eight months out of the year.

Pretty sure snow in San Diego is one of the signs of the apocalypse ...

Usually, the snow doesn't melt all the way until May.

Yes, usually but not always. I prefer to have some snow and less problems underground. Bitter cold temperatures with no snow causes a lot of problems.
