Simple Q with a complicated A. The state exists to serve the populous and thereby the individual. The individual contributes to the populous, and thereby serves the state. I am not sure it's possible to extricate one from the other as neither would exist without the other.
Picked A, but neither is particularly close to accurate. The state exists to serve the people, plural as in "the herd" (horde?), never any individual. B is just plain wrong, and has never been the case.
I'd say our current situation is closer to B hence why upwards of 40-50% of my annual income is being stolen at various levels and stages of government.
