Nay, this is a public safety and sanitation risk.
There are not currently any federal prohibitions against this anyway, so this would do nothing.
It would cancel laws from lower jurisdictions.
Regulatory agencies don’t make laws, and no such laws exist anyway.
There are laws against it, it's called vagrancy.
There’s no such prohibition enacted by the federal government. The laws you describe are enacted by state governments and/or municipal corporations.
The law specifically mentions "any level of government"
Right, which wouldn’t include anything to do with vagrancy laws, as literally zero such prohibitions are by the federal government or its assigns.

Defending the Homeless Act
It will be prohibited for any level of government to establish a law imposing fines or jail times for those who do not own or rent property sleeping in public areas.
