Following the dramatic return of Senator John McCain, the Senate voted 51-50 to begin debate on repealing the Affordable Care Act with Vice President Mike Pence (R-IN) breaking the tie after Susan Collins (R-ME) and Lisa Murkowski (R-AK) defected.
