I think public-private exploration in this field is good. I don't oppose that, I think something like helps more than hurts. Especially when it's at the state level. Now public-private ventures when it comes to our roads...well that's another thing.

I just said it was too much money. I know Virginia has some partnership with Virgin Mobil to provide phones. Why not explore that, give states grants. $2.2 billion is too much, but the program is not scrap-able.

It's not helpful to point fingers at who started this program. The question is, should taxpayers continue paying for cellphones? I say no. Whenever I've forgotten my phone and needed to make a call, I've never had trouble getting a stranger to let me use their phone for an emergency.
