In order to curtail Islamic terror, two key points must be acknowledged: one, many Muslims, especially in the MENA, tacitly or actively support ISIS. Two, in order to win the war and the peace, the large numbers of those who don't must be utilized.

Acknowledgment of MENA positions on ISIS is a start however we must take action to encourage them to aggressively discourage ISIS endorsing behaviors.

I suspect the first conclusion to be inaccurate. Are we talking raw numbers or as a % of Muslims? While having more Muslims actively opposing ISIS would certainly help, I don't think peace is an achievable goal. The internet has made it easy for like-minded people to find each other, buy/build weapons, and coordinate attacks. The best we can do is hope to contain the violence.

I disagree with the first conclusion. Daesh is widely reviled across the Islamic world, and particularly in the MENA region where it has killed the most people.
