Is the 2% GDP requirement for NATO considered a flat tax?

No. You're misunderstanding what the 2% figure is. It's a goal set by NATO that each member spend 2% of its GDP on defense...not that each member pays 2% of GDP to NATO.

A fair share for their defense.
Merkel wants an EU Military, she wants UK to pay before they leave.. HA!
The benefit to the American Tax payer would be instant relief..
However, if you can't get them to pay even 2% how will she get them to support an EU Military?
