HHS has 10 operating divisions that are each agencies are their own. Where is the 2.5% coming from? Are you tapping the whole department? Or just a portion? Which one? Keep in mind that Medicare and Medicaid are in hhs.... this is a LOT of money for opioids. Too much if you ask me.

Nay. Even if the rest of it was the best bill ever written, Section 5 should make it a unanimous nay.

It could very easily be misconstrued and used to charge someone with something as innocent as a parking or "speeding" ticket with a felony if they had caffeine in their body.

If you are a criminal drug user (robs places, steals, etc.) you go to jail. If you aren't, you don't. I don't see what's contradictory about that

'Any crime committed while using drugs or to fund a drug habit are automatic felonies' If section 3 decriminalized drug use then whether the person was committing the crime while on drugs or for drug funding should be irrelevant.

Since it will be nearly impossible to get rid of them, any crime while on or for drugs and/or dealing will result in much harsher penalties and get these people off the streets. The receptor blocker by the HHS is essentially medicine.

1. Reroute 2.5% of federal HHS budget to providing Narcant to local police and hospitals.

2. 2.5% of HHS budget towards researching a generic version of opioid receptor blockers drugs like vivitrol.

3. Drug use will be decriminalized.
