The army of ISIS is barely a threat anymore, but their 'lone cowards' and suicide bombers are a threat. Should we start implementing heavier forms of psychological warfare to stop these attacks on soft targets before they happen?

Yes, and also enact rules that will allow preemptive strikes to organized places of indoctrination. And severe punishment and banishment of their leaders.

I don't even know what that means. It's not a doctrinal term, that's for sure.

I didn't know which term you were talking about so I give you 3.

"Lone cowards" - A demeaning term for solo attackers.

"Soft target" - An area lacking a military or armed presence.

"Psychological Warfare" - Means conducted by one side in a war to get the other side to surrender or become disinterested in the war. The second most common form of warfare besides normal warfare.
