Would government-funded college be a good idea if the student only had to pay if they didn't keep their grades up?

ALL government funding comes from TAXES. Either individuals or businesses.

Free, is word thrown about by people that do not pay taxes..
When you get your first check, don't faint, when you see how much is removed for taxes!

My son worked 20. Hours while in school, by the time they took everything out he earned $5.00, his black jeans cost more that that..
He did not go back...

That is terrible.. :( I have been fortunate enough to have scholarships pay for mine or I wouldn't have gone.

And who is going to pay for this "government funded" scheme?
In Europe where college is allegedly "free" (it isn't) less than 50% even begin to qualify.
