Sheriff says Cook Co Jail (Chicago), w/ a pop of about 7,500, has become a dumping ground for the poor/mentally ill. 95% of the people in this jail are waiting on a trial. "I suggest that 1/2 of the people shouldn't be here." They need bail reform!
