This was basically what my sort-of-girlfriend's bill was at youth in Government.

Nay, we should not be creating more red tape to obstruct the efforts of dog breeding facilities to provide happy, healthy pets to the general population. Keep the government away from my puppies!

The ones bred in poor conditions cause diseases when selling them. This is to target unhealthy practices which hurts the consumer and the business by forcing them to take them back sick animals. One freeloader breeding dogs (who should get a regular job) is the one who profits

1. 'Puppy Mills' which do not meet the proper requirements shall be banned nationwide.

2. USDA officials, Animal enforcement agencies, as well as local officials will be required to do random checks at breeders to check on conditions.

3. Breeders will have to register at a federal registry. Failure to do so and violations will result in a felony and animal abuse charges as well as having animals seized by federal agents.

4. Breeder registry will be lowered every year.
