If they are done poorly, yes, as they are inherently a regressive tax. Sales taxes need not be imposed on food, medicine, or other necessities (and should never be), but they still represent a disproportionate burden on the poor.

If you are that poor you are probably on food stamps which means that you don't pay food tax.
