Not only can it be considered theft, but people who already know how much they can drink and retain their conflictive functions would be thrown off by the change in content, which can cause a host of other issues.

When it comes to labels and ingredient lists on packages of ingestible goods there are worse cases, like not mentioning a possible allergen, but I still think it's a big issue. Don't lie on the package, accurately state what's inside and how much.
