Is 58 MPH in a 55 MPH zone fast enough to justify using the passing lane?

Maybe it depends on where you live, but there are places where the posted maximum speed is taken seriously. I wouldn't take the right to speed for granted everywhere. I had a friend who was ticketed for going 32 mph in a 30 mph zone, in Texas of all places.

Not to if anyone behind you ! We all need to drive like the Germans. Pass quick and get it over with. Look behind you before grabbing the passing lane for a low speed pass.

If they're actively passing another vehicle, yes, if just hanging out there, no.

I allow 10mph more in the left lane on a two lane highway and 15 if three or more lanes only in the far left lane
