I would help the injured dog/cat. It's obvious they need urgent care.

Is the person injured too? Because just being homeless (as if I could even know that without seeing a sign of asking) does not mean necessarily they need urgent help.

People always come before animals in my book.

The dog/cat is injured and the homeless person is not.

The injured is in more critical need of assistance.
