You will need to be in the census to vote in elections that require a survey monkey. This will also play a part in determining seats in the senate if the senate bill passes.
It was more detailed in the original debate for this bill, but I guess that didn't make it into the language of the bill. The demographics is just referring to the part in section 2 needing a username, state, and party. As far as your other concern we thought 48 hours should be long enough for all VC members to take the census. And for the census to take place once a months as to not leave too big of a gap for new members or people who missed the 48 hour window.
Then I guess that it was left out so it's not a requirement to vote. The speaker and election managers will probably reference it when determining illegitimate votes.
I: Create a Virtual Census to find the demographics of the Virtual Congress.
II: Every 1st day of the month the current speaker will post a survey monkey poll where VC members will be required to state their username, political party and state.
III: This survey monkey poll will remain open for 48 hours.
IV: The speaker of the house will create a page on the VC website to show the demographics from the latest Census.
