A job applicant is told that they will not be hired because the business has enough people of their skin color working there already. The applicant is black. Is this racist?

Qualifications, not race. I would have the same answer no matter what race you put there.

No potential employer should ever say something like that. A simple "you aren't what we're looking for" would suffice.

But the rationale is what I'm questioning. Not the wording.
Should an employer choose to (or be forced to) turn down qualified applicants because their government 'skin color quota' needs to be filled?

Because the government caused this issue I see it less racist on the part of the business and more on the part of the government.

The business is basically doing what the govt is forcing it to do.
