If you saw a child (8-12) locked in a hot car would you do anything?
I'd try to get them to roll down the window. If they didn't I'd call 911 and then try to have the store call on the PA system the license plate number.
Yes - I would get them to roll down the window and ask why they were in the car. I know kids aren't supposed to talk to strangers, but as a teacher I can usually get a child to talk to me. If its really hot I would probably call 911

Please don't wait for it to get "really hot" - always call 911 & observe carefully - you can die locked up in a car when it's as cool as 78 degrees outside...
It depends. If they are sitting in there being occupied, I wouldn't do anything, but if they're sitting there, I would go into the building they're parked in front of and bring it up to an employee or clerk lady.

This situation is a little more delicate than with animals. You wouldn't want to be accused of trying to kidnap the child, so telling them to unlock the car certainly isn't a good idea. I would wait about ten minutes, go into the store and have them
make a few announcements to page the parent. If no one comes, at that point, I'd call the police.
In 90 degree heat, 10 minutes can cause death! Observe, immediately call 911, and at the first sign of distress, break a window..!
